Add the ground beef and the frozen pepper and onion strips into a large skillet over medium high heat.
Lightly drain the tomatoes, then mix into the skillet along with the paprika, oregano, garlic powder, and onion powder.
Top with cabbage and cover. Reduce the heat to medium, and cook for 15 minutes until the cabbage is tender.
Remove the lid and mix the cabbage into the beef. Top with cheese and cover until the cheese is melted.
